Distance Education Bureau of UGC |
|
Distance Education Council (DEC) which was the regulator of distance education in India is now dissolved to form a function of the University Grants Commission and is named Distance Education Bureau (DEB) dated 29 December 2012 onwards.
University Grants Commission – DEB is now given the charge to grant permission, recognise, standardise, regulate and formulate distance and open education institutions across the country. India consists of one of the largest distance education facility in the world, holding second to China. These Institutes are vaguely categorized as National Open Universities, State Open Universities, Distance Education Institutions (National Institutes, Central Universities, State Universities, Future Deemed Universities and State-Private Universities) and Stand Alone Institutions (Professional Association and Private Institutions).
The bureau under UGC will make sure these Institutions will have the same authenticity as those of traditional Universities, thus creating better prospects for Open Distance Learning (ODL) students in the country. The motive of this transcend is to provide easy collaboration or transit of students to or from traditional degrees of universities to create a standardized mode of education. In the past, under DEC, the open distance learning degrees like MBA, hospitality etc were uniquely designed programs that could not compete with the traditional full time university courses, thus posing a problem to ODL students in terms of career prospects and growth. The Formation of DEB is to take care of these loop-holes in our education to provide a uniform standard while still maintaining the authenticity and credibility of the distance courses.
Since the 1980’s the growth of ODL education has quadrupled and with the competitive environment of today’s world, the need for convenient as well as flexible learning has increased. In addition to that the quality of the courses becomes a priority concern. Keeping a track of the overall literacy in India, there has always been some biasness towards traditional degrees. New-age education is not only the want of the changing times but the need as well. To bridge this gap between ODL and full-time university degrees, the DEB is certainly a step up in the regulation and reformation of the Indian Education System.
